But those were the heady days of the Bush Doctrine--you remember the Bush Doctrine?--and I figured he simply hadn't gotten around to it yet. Unfortunately, it was the Bush Doctrine that was dropped, and Tenet stayed, along with others whose gross incompetence still rules key areas of government.
