I don't know whether Spengler's inferences about Russian grand strategy are correct.  Unfortunately, I agree with him that, in realpolitik terms, Putin's Russia is more capably led than Bush's USA.

Are these the same experts (and their students) who failed to foresee the collapse of the Soviet Union?</description>

I wonder what the Russian climatologists are predicting?  It seems likely that any such cooling trend is going to impact the Russian economy more than most places.  Wouldn't a movement into the Ukraine, Georgia, and other Southern areas be a likely response?</description>
